It is signed on the back W E Singer and I guarantee it is authentic William Earl Singer. Could use a restoration - there are several fairly small tears and punctures but no canvas is lost, the edges near the frame have paint flaking. It displays decently as you see it.
The likely original frame is solid and sturdy. Please see my 12 detailed photos. William Earl Singer (1910 - 1981) was active/lived in Illinois, California / France. William Singer is known for Mod figure, genre, interiors, portrait painter, watercolorist.
