The belt slips on the bottom wheel. A belt replacement would probably fix this. Everything else seems to be in good working order.

The key is missing and someone has added some kind of custom mechanism to help keep the cabinet from opening freely. When closed the cabinet measures approximately 30 inches tall, 24 inches wide and 18 inches deep.
